[character builds] a "sliding" Character Point bui

I was wondering...
There are some characters in comics that would have an "average" Character Build as normal. A base point value, powers and power level that you could create with an average Character Point total.
However, they also might have an increase in power depending on the situation.
HULK is the best example.

You can build the HULK in the 30s Character Point value easily and simply. You can also add a little complexity to that build by adding in some "Boost" to his strength and such to show "the madder HULK gets, the stronger HULK gets!" and still meet a descent Character Point build - as well as "capping" the power level not to exceed "normal" Player Character levels for a basic "World Class" campaign (for the HULK example).
BUT.
"HULK IS STRONGEST ONE THERE IS!!"

So...
For that level of power for PC or NPC characters alike. Is there a way to essentially give an "unlimited Boost" type option?

My thinking is this.
Player Characters are awarded HERO POINTS at the beginning of each issue based on their Character Point build cost vs. the Issue's expected Difficulty Levels.
So, DURING the game - if/when a PC with this type "unlimited" ability NEEDS to boost into higher levels (even COSMIC!!), is there a way or a suggested rule to allow this?
Could...
They "trade" a value of their Hero Points on hand or "be charged" a value of Hero Points for what they WANT to increase their Character Point build total (ie. their power level cost) by for the Issue?
Even going into giving the Narrator Setback Points (or Villain Points is alot of CPs are needed to make the build), which would ALLOW the HULK to escalate and become "THE STRONGEST ONE THERE IS"...?


Does that idea break with spirit or needs of the rules? Or could there be a new rule option to allow such an increase in the scope of the game.

HULK is the extreme example. But I'm also thinking about a lower campaign level - who's normal hero Character Point costs are in the 20s but at times could increase to "Superman" (30s-40s) levels.

I'm fine with this idea, and I think it's in the spirit of comics in a way, since different writers will take over a title and have a different take on the character. So it's not just for "hulking up" so to speak. The hero point/setback system makes BASH! ideal for tinkering with stats if you want to.
