Basic Action Super Heroes!

This came up the other day in play:

A player was using a sword to make called shot to increase his damage. He did not roll high enough to make the called shot, but he did roll high enough to hit normally.

Does he still get to roll normal damage? Or is it an all or nothing type thing.

The GM ruled that it did no damage, otherwise (In his opinion) there is no downside to Calling a Shot and everyone would attempt it for every attack.

Thoughts?

I don't think it is spelled out in the book, but that is how I do it. As you say, if anyone can call a shot with no downside, everyone will call a shot each time. So if you do call a shot and don't beat the target number by 10, you miss altogether.
