Powers and listed limitations/enhancements

Hi there,
I am pretty new to BASH, and have a query regarding the powers listed in chapter 3 of the BASH: UE rulebook.
Many of the powers listed note one or more limitations and/or enhancements in the title, just after the points cost.
I am unsure whether these are:
special attack
1-5 pts, Range, Area
Whilst many which include "Sustained" or "Maintained", seem to infer that these traits are already included in the cost of the Power (the whole Bio-Manipulation category in particular seems to work like this, as it is inferred that everything includes the "Personal" extra at no cost).
If these are mandatory, do any such limitations count against the "maximum of one limitation" providing cost reduction for the power?
I think that this issue if further confused by pages 39-41 where the sections on limitations/enhancements is somewhat blurred with the start of the power descriptions (you have a heading titled "Reading Power Descriptions" followed by descriptions of what seem to be a whole bunch of enhancements/limitations, like "Ranged" and "Area", which are clearly nor powers in their own right?).

* "Free" mandatory extras (i.e.: included in the price of the power)
* Suggested "useful" extras for the consideration of the user
