Tricky build - Area attacks, called shot for usable on other

I'm trying to build an attack that turns the target into a pig.

Circe the witch can turn men into pigs -
So far I thought of using Shape Change, Usable on others, Area, Small Cone, Extra Duration 2 (lasts a few hours), Casting. Grand total 8 points.

What stat do you use for the attack roll, how about the defence roll.

Can you choose to make it a Mind vs Mind roll?

I assume each of the targets in the area effect get a defence roll, if the attack roll is +10 higher than any Defence roll then they are transformed.

I only want the pigs to be Brawn 1 Agility 1 - what should I do with the extra points from the stats? I was thinking of nullify 5, personal, always on, variable. To constantly suppress the targets powers.

Since this is a "Save or Suck" effect, I'd make it so whatever the "to hit" roll is; has to hit by 10 (same as an unwilling target being teleported).

I'd also let the victims roll with their highest stat, no matter what it was. Effects like this are more likely to affect bystanders than heroes.

I suppose that could work; but since the idea of Shapeshift is you can decide what powers you get in exchange for lost stats; players might be a bit miffed at that.

Instead, you could use the Fate power, which actually DOES let you change people's stats & powers. For a sorceress like Circe, that makes sense.

I hear you, WaylanderPK. I homebrewed a power for a villain (which is similar to a very low-powered version of Fate - thankfully, it's different enough that I think I'll leave it as is). I usually forget the about the Cosmic powers when making characters.
