What scale would The Maxx most likely be?

I was thinking Mystery Men, possibly leaning towards Street Level.
I really want to use this universe as my campaign world, but it's really quite a bit heavier than I had originally intended.
Perhaps I'll keep Gone, and Hammerhead, Iz minions, but try not to follow the Keith's story arc all that closely.
What says you all?

Wow, would be interesting to see how this works out for you. I think realistically you'd need to have two different versions of The Maxx, one based upon his real world self, and one based upon the version of him from the Outback.

Real world would most definitely be around Mystery Men level- it's noted that he's essentially just a man with huge feet and spikes on his gloves. However, his Outback self is much more powerful and should be higher, perhaps as much as a couple of steps up the scale.

Just think of the Lovecraftian elements I could inject. The Outback being like HP's Dreamlands.
As for my own campaign, I'm not leaning towards having a "Gone" like villain, as opposed to recreating Keith's world/villains.

I think I agree with your assessment on power levels, except that gone himself doesn't seem to differ between the Real World, and The Outback. The Maxx get's much stronger as Gone himself points out, but Gone seems the same on either side.
