Scenery Effects and Stats

When character uses the scenery to cause effects do you allow them to use different stats that suit the effect more.

Say like dropping a curtain of someone’s head, or throwing dirt in their face which would cause confusion which is normally mind based, but in this case wouldn’t it be agility based?

According to the rules, what you describe is a called shot, using Agility to hit. Instead of damage, the dirt in the face would likely give the opponent a minor hindrance until they spent some time to wipe it off (I'd probably charge them half their squares of movement to do it).
