Mastery (variable)

While I'm on the variable enhancement kick, does variable work on Mastery to change what the Mastery is? The concept behind it is a mage for why.

Can mastery 5 (variable) be
1. Mastery 4 Weather or
2. Mastery 4 Animals or
3. Mastery 5 Fire

No. Instead, you can take a multi-power with different kinds of masteries in it. And don't forget that all 4 elements can be a "Broad" mastery.
