Certain levels in Stats are powers unto themselves (Brawn to achieve super strength, Agility achieves a degree of super speed). Is it within Copy Cat's range to copy that? I.E. Copying Brawn 3 to be able to lift a car?
If not would you allow Multi-Power with Boost enhanced with variable, and possibly limited that you can only get up to the stat score of a person you successfully attack like you would need to to copy the stat?
Had a hard time phrasing my question, let me know if I stopped making sense somewhere
