Leveling Up Powers inside a Multipower

A recent discussion in the BASH Facebook Page inspired me to make this thread: how do you upgrade a Power within a Multipower?

Ok first let's define a Multipower: This is a Power Scheme made by applying the Multipower enhancement to a Power, for a cost of one Character Point, plus one point for every Power listed inside it, or 2 for every Power from a Category different to the base Power. The actual point cost of these Powers does not matter, as long as they do not exceed the base Power's; however, you can never use more than one of the Powers in the Multipower at a time.

Now, if using the Experience Points Alternate Game Mechanic (BASH Ultimate Edition, page 130) you can improve a Power (or add an Enhancement) by spending 6 XP for each point of improvement. But how do you apply this to Powers inside a Multipower?

My interpretation is that it works normally: spends 6 XP, gain one point of improvement. None of the other Powers in the MP are affected.

But what if you wanted to raise one of the Powers above the MP's "ceiling?"

In my opinion, you cannot do that- you must raise the cost of the Base Power first. Then you can spend XP to raise any of the other Powers.

It was suggested in the Facebook Page that Powers in a MP could have their points rearranged- lowering one to raise another. And certainly, this make sense and should be an option if allowed by the Narrator (BASHMAN does.)

Still, mechanically this is still the same: You end up with one Power that limits how high the others can go; you just switched around which one it is. More importantly, if you don't want to lower a Power's level to raise another's, you still have to spend xp on both.

Maybe for using XP, it could be like 3XP to raise a power *within* a multi-power, as long as this does not increase the Character Point value of the power. If it does, then you need to pay the usually 6XP per CP.
