I like the multi-power idea.

I think I will write it up like so:

"Morph" Multi-power--3 pts total
--"Shape Change" Mimic 2
--"Chameleon" Illusion 2 (sight & sound) (Limit: self-only)

will probably have Special Attack outside of this to represent body weapons. As it would do more damage, and allow him to use Illusion and the attack at the same time.

As is, he can't alter his mass, and cannot change his scent. Which is how his powers are in the previous incranation.

Why not just add an enhancement to shapechange "Can change appearance to duplicate the a specific person or creature"?

Use a Mind check, or appropriate skill, to determine the quality of the duplication.

Because Shape-Shift is expensive (with good reason), and being able to simply look like someone else should be cheaper. I could easily see someone who has Shape-Shift having "Chameleon" in a Multi-Power with it though.
