I'm working on a character, inspired in part by the Marvel character of El Águila, who has a Special Attack (electrical) with a range of Touch, but with an enhancement of Can Be Transmitted Via Conductive Metals. She normally uses her swords for this, but if she were to use her power on a metal floor, would she need to buy the Range and Area enhancements as well?
Also, any special rules for combining her melee sword damage with the electrical damage?

You just buy it with range and add the limitation "Only Through Conductive Materials". It might actually be worth it to make the power Variable, because most of the time you will hit for as much damage as you can, but sometimes may disperse the damage over an area (which would make sense to do less damage as well).
You just say her swords do Electrical damage. If her power does more damage than the swords, then use the power's damage and the fact she's using swords is just a special effect since should could do this with her hands, too, right?
