Also, if the urchin has time to prepare, or is on their home turf, they may surround themselves with lost of critters as a matter of choice. The area may even gain a reputation for that sort of thing.

A couple of years back I ran a Victorian Supers game and Rookery Jack, who lived in one of the slums, kept the area stocked with crows and ravens by keeping Animal master going low-level all the time. In the game, that was the reason for slums being called Rookeries.
