Living Megapolis: Balance of Narrator's section

Narrators
This section is intended for narrators. However, it should be also useful to players.
Transparency
Narrators should provide all target numbers and game mechanics affecting characters, so players know how many hero points to use and how hard to push themselves.

In rare circumstances, there may be game mechanics happening that players should not immediately understand. However, target numbers should still be provided and the game mechanics will be revealed at the appropriate time. The issue will provide guidance if this situation occurs.
Setback pool
Narrators begin with two (2) setbacks per player each issue. These can be used for any villain and against any hero. Each issue will provide additional setbacks depending on the power levels of the villains.

Setbacks can not be used if a player uses hero points for the opposing roll. Ties always go to the hero.
Running disadvantages
Before the start of the issue, collect the disadvantages of each character. Ensure that all disadvantages impact at least one scene of the issue. Each issue will provide guidance on how to incorporate disadvantages into scenes.
Running weaknesses
Before the start of the issue, collect any weakness of each character. Ensure that all weaknesses impact at least one scene of the issue. Since weaknesses are more open-ended, issues will not be able to provide guidance on how to incorporate them into scenes. Ask the players with the weakness how it has previously impacted scenes for ideas.
Experience for narrators
If narrators have to run an issue before they have an opportunity to play it, they will be rewarded. One of the narrator’s characters receives three (3) experience points in addition to the experience and acclaim awards from the issue that the narrator did not play.
Conclusion
The point of this living campaign is to have fun. The intent of the rules is to provide game balance and clarity for players and narrators. Ask any questions in the BASH Forum that is found at BASHtalk.org.
