[Narrator questions] Monologues & Minions

One of my favorite potential rules in BASH! UE is:
For players new to the game rules or for players as play (and role-play) of a villain beginning a "Monologue".
Do you explain to the players up-front that *THIS* is the effect? And do you then explain when the villain is beginning their monologue?
I know one of the "golden rules" of BASH! is that the rules are transparent. Players should know results and die rolls. But is this something you explain or point out in-game?

That touches on another topic. Do you tell the players if a NPC villain is a minion or not? Obviously some minions will be clear. But others may not be.
In other RPGs (with minion rules) I've made 25' tall robots and huge monsters and a gang of lesser villains around the main villain BE minions technically.
Do you tell players when this is the case in BASH!?

I am wondering...Monologue: The Villain begins giving a long-winded speech, about how his plans cannot be stopped, how he did everything up till now, how he is going to destroy the Heroes, etc. If the Villain is out-numbered by the Heroes (don’t include minions in this comparison), the Villain adds +20 Hits per Hero outnumbering him for the rest of the scene, even if this brings the total Hits above 100. If the Heroes interrupt the monologue and attack, the Villain gains +30 Hits per Hero! The Narrator should use a Monologue for some big epic battle at the end of a story-arc. It makes it possible for one Villain to pose a threat to even a large group of Heroes.
