For my latest game, the guidance I gave my players was to create super heroes, absolutely anything they wanted to play, and I would set the campaign level once I received the characters.
What's interesting is with unlimited freedom they all came within 3 character points of each other with the two most expensive just happening to workout to exactly 25 points.
I guess my players are most comfortable with street level.

Honestly I've prefered narrating for and running characters around the 25 pt mark. I can hit most concepts that I want to play at that point cost without feeling like I'm just buying powers because I have points left over.

I find 25pts makes a basic character, I like 30 for a fleshed out character with options. But 25 is sort of the normal "good enough" level

Most iconic characters in Publication come out to about street level. When reading super hero books people tend to like to identify with the ones that can get hurt doing their job rather than the ones who can take on fifty guys with machine guns without a scratch.
