I'm new to BASH. I've just started playing, the GM made the character. I really like the system and since we rotate GM's I wanted to work on my own adventure.
I really don't have character creation down, so I need help figuring out how to make this work.
Grave Danger
A hulking brute twisted by dark magic. He is super strong, and is wrapped in chains which he uses to channel lightning. There will be lesser versions of him as henchmen.

His basic attack is just to hit people. I'm not sure if he needs to buy anything or just use To Hit 3, Dmg 4 based on his stats.
He should have a damage aura of 3 which I think is just Damage Aura 3 - lightning constantly crackles over his body
He can put his chains together and do a blast of electricity which zaps people near him. This should be a daze 2 maybe, the idea is that they are shocked and have to fight the electricity to be able to move. When he uses this it turns off the damage aura for a page.
He can channel his electricity into an arc that jumps from foe to foe and can hit multiple foes near him. This does a lot of damage but drains all of his electricity.

What point value are you looking for? Is this a street-level 25 pt character, a world-class 40 pt character, or something in between?
Putting the Damage Aura and the no-range, burst Daze in a multipower would mean he has to turn off the Damage Aura to use the Daze, which fits what you describe. You could put a third power in the multipower to do the electricity arc (Special Attack with the Arc area), which means he'd have to turn off both the aura and the daze to do the blast.
Outside of the multipower, you could have another Special Attack power to improve his melee attack (adding to either his attack, damage or both). If he can use the chain as a weapon, maybe giving him a bit of reach, then you could add Close range to that special attack too. Whether you need to have this would depend on the point-level of the campaign, and how tough the PCs are. Your default 3 attack, 4 damage from your stats is okay but possibly a little on the low side for a melee bruiser type of character (depending on the power level of the campaign).
I'd recommend taking a look at the Street-Level and World Class Archetypes in the back of the book (starting on page 106). Of the Street-Level archetypes, the Brawler and Brick both seem sort of relevant (keep in mind the Brawler does more damage than printed in the archetype when using a weapon, but the actual numbers are not included; for ease of assessment, assume he can do about an extra x2 damage). You might also look at the Blaster archetype to give some guidelines for how his electrical blast would stack up.
At the world-class level, the Avenging Spirit is a chain-wielding semi-brick that might provide the closest inspiration and guidelines for how much attack and damage to include. Other archetypes that might be relevant include the Amazon and Demi-God.

It is for an adventure with 25pt heroes, but he should be a bit tougher than they are. He would have a bunch of weaker minions with him. He's the big bad for that part of the adventure.

Continual Damage 4x is 4pts, short arc is 1pt, Burnout saves 1 pt, for a total of 4
So putting all 3 in a multi-power is 4 for the power +2 for the extra 2 powers for 6pts?

I'd do a multi-power w/ Immobilize and Damage Aura. Then when one is in use, the other cannot be. Also, I'd probably make his Immobilize only a 20 to escape... 30 means that Superman would be writhing on the ground about 40% of the time... Perhaps you could use the extra point to give your immobilize "Extra Effect vs. Machines" or improve his chance to hit with it.
