Can mental attacks cause Knockback?

I've been allowing them to cause an opponent to stagger backwards but not to allow damage from the Knockback.

If mental attacks were meant to allow actual Knockback damage I'll change my ways.

I think this may have been cleared up in the most recent edition, but it says "when it doesn't make sense, attacks don't do knock-back" the example given is a rapier thrust won't knock someone across the room.
