A power, a group of powers, stats , the whole pack?
For powers I need to observe them first, if you have armor (which it seems like you do) then I believe I've adequately observed it. For Ability scores, it's automatic when I touch you.

Ok, two rules notes that help things go faster in PbP games. I know this is counter to what I told Nestor when he made the Drive check, but this should be easier and more consistant.
Skills: Your specialization gives you a +5 result bonus, doing away with the reroll benefit. You may want to note that on your character sheets for easy reference.
Minions: Instead of having you roll multiple times using the Domino rule, I'll simply apply excess damage to the next minion in line to speed things up.

Yup I was actually wondering what he wouldn t copy in that damned process
For example I ve got several abilities only available when in 'battle form' (super jump for example) ... Those powers got the situational limitation that's not a multi or linked power according to the rule

If we can modify/discuss, I would prefer a Dice Modifier of +2/3 or so instead of a +5 result bonus for skill specialization. Rerolls are to protect against a crapy roll. By giving a DM, you can bump up the bottom threshold and scale with the rolls Die Multiplier.
Also your Minion rules significantly reduces the superiority of Heroes over Minions. Just saying...
Pretty much, as far as my interpretation of the power goes. I'm sure you could buy it with an enhancement that snagged all powers, but if I was narrator I'd consider that a 2 pointer, if not a 3.
Also you'd have to be able to touch the Flash twice (super running, super speed) and only one you'd be able to get the full effect of (super speed 5, then you only have 8 points of copy cat to you so you could get Super Running up to 4).
I can have more than one power, I can only take one at a time i.e.
I have copy cat 10, I take armor 3 from you (I could not at the same time take Super Jump, it would require an additional action), So now I have Armor 3, Copy Cat 8.
I take whatever point cost firewall is (up to 4), I then have Firewall, Armor 3, and Copy Cat 6, and so on until I run out of Copy cat point pool (2 points per every 1 point taken).
