Great stuff here. It's cool to see someone running something other than a typical supers setting.
I get you about hits. Sometimes, a villain takes forever to go down. Though I've had instances where team work, exploding die and hero points, etc, enabled players to take down a tougher opponent faster. It's weird that way.
One suggestion off the top of my head is to give them hits as per minions, but build them as regular characters. Maybe even give the bad guys a disad point or two for the trouble if you want. Might help out.
Speaking of villains; Kris Smith is finishing up a time travel villain (he's an incarnation of my Kang like bad guy). Once I get him, and can stat him up, your welcome to "playtest" him for me if you like (and if you want a time travel villain in your game). He's going to have some cosmic scale powers though (like Time & Space), so not sure if that's too much. If it is, there is his golden/silver age first incarnation, who leads a team of villains from different alternate futures.
Oh, and if you don't have them yet, pick up the type casting pdf files; Mr. Jupiter really has a good grasp of designing interesting characters, and it really opened my eyes a bit on character design. That's why I asked him to look over the villains from The Triad before I put it out. I don't think Hoarfrost would have been written like she was if I hadn't looked at the Type Casting stuff first.
