I realize that kev didn’t get much response when he tried this, but I’m going to try anyway.
Divine Madness Press had a proposal ready to go for the theologically based setting I brought up in the angels, demons, supers thread. But after reviewing it, we frankly began to question whether or not it was the right direction to go at this time.
We decided that we’re interested in developing something more mainstream, but we haven’t completely settled on what. We would appreciate any feedback you might be willing to offer.
We considered doing a straight-up villains book: about 30 villains, fully illustrated, with character backgrounds. We would love to do something like this, but we assumed that the BASH fans can do this just fine on their own. Feel free to tell us we’re wrong if we are.
We also considered doing a “city book”: you know, a generic city with heroes and villains and appropriate setting details. If you can perceive my lack of enthusiasm in writing this description, then you can also see why we might not want to do this.
Our third idea was to do an alternate style of setting book. It would be a city book, but instead of a lot of details about history and neighborhoods, it would very specifically detail criminal elements of the city and their relationships to each other. There’d be about 20 villains and maybe a couple street-level heroes. We’d be going for a vibe more akin to Marvel Knights and Gotham, but again, without the gratuitous historical and geographical details.
Divine Madness is not of one mind in regards to what we should develop, so we turn to you. Does one of these ideas appeal more than others? Is there some other form of non-rules supplement that we haven’t thought of yet? Any opinions or insights you could offer would be really appreciated. Thanks so much!

I kind of like this idea too. It's interesting to see how a city's criminal elements relate to each other, for good or bad.
