* you!! I see requests like this and it forces me to take 15 minutes to research (when I NEED to be leaving to pick up my girl!!) LOL.
I don't have a full build (yet), I'll try to get to the gritty details soon - in my character build thread. But here's my research to start the project. Hope it helps!!
RED TORNADO
"Contrary to popular belief, I have never been to Kansas and have never heard of anyone named Dorothy..."
"My name is John Smith. I am a man."
For a man with the most ordinary name in America, I have had a most extraordinary existence. To sum up, I am actually the spirit of an Air Elemental that was contained within an android body created by the mad scientist T.O. Morrow. For years I battled evil as The Red Tornado. I fought alongside some of the greatest heroes of all time against some of the greatest villains and universal threats of all time. Most of the time, my compatriots and I won. Sometimes we lost. Sometimes, I died. But I always came back. I learned from The Phantom Stranger that I am one of the 13 Immortal spirits of the multiverse and I would never really die. It must be so to maintain “The Balance”. I almost lost that gift, thanks to my desire to by human. As an android, I was blessed to find a woman that loved me and we adopted a child that loved me. And I wanted to be able to love them, the way they loved me. I wanted to be able to love my wife and daughter as only real, flesh and blood people can. To achieve that end, I was deceived by Felix Faust, posing as Deadman, who led my spirit to inhabit a human host. It was part of a complicated plot to steal my immortality and give it to Solomon Grundy, who never wanted to die again. But in order for that to take place. He had to kill me in my human body. And he did. I had to battle Grundy in my human body while the rest of the Justice League battled Amazo, who had inhabited my android body and was threatening my family. Grundy beat me within an inch of my life. And as a final desecration, he ripped off my right arm and ate it while I watched. But even though he was killing me, he was not going to defeat me. I summoned more wind speed than I ever had before and ripped that abomination in half. Then I died in my wife’s arms. But I couldn’t let that be the end. My love for my wife, my child and this new life I had now experienced would NOT let that be the end. So I stayed here. I willed my spirit to stay until I could be brought back. And I was. Zatanna and Dr. Fate helped bond my spirit to this new human body. Cyborg, Mr. Terrific and The Beast helped save my body and create a new cybernetic arm from my old android body to replace my lost one. And Batman has helped me learn to recover from the trauma and fear and taught me how to be a hero again. So now I return to fight for justice as The Red Tornado. But not as just The Red Tornado. I am John Smith. I am a husband. I am a father. I am a man.

GENERAL IDEAS FOR:
BRAWN 4; AGILITY 2; MIND 3
GENERAL IDEAS FOR SKILLS:
Acrobatics, Computers, Knowledge [Technology]
GENERAL IDEAS FOR ADS/DISADS:
Favored Environment (when Flying), League Member, Normal Identity (John Smith)
GENERAL IDEAS FOR POWERS:
"Android Body" - Boost Brawn (Limitation: Limited to Left arm), Regeneration, Resurrection: 1/week, Immunities, Armor
Flight (as fast as Superman/Green Lantern),
"Spinning Cyclone" Nauseate (Enhancement: Area-Cone), "Tornado" Air Blast (Enhancement: Area-Burst), "Wind Screen" Deflect (Solid Projectiles, Enhancement: Area Burst), Environmental Control (Difficult Ground- Windy), Tornado Array (Air Control, Variable), Create Objects (Solid Air).
CONTINUED POWERS NOTES:
Air and wind manipulation, Superhuman strength, physical resistance and speed, Self-repair/healing factor.
Red Tornado is capable of creating tornado-like vortexes, channeling these forces through his arms and legs to produce bursts of cyclone-force winds and high speed forward velocity powerful enough to affect Superman-level beings. On occasion, Red Tornado used his high-velocity movement to render himself invisible to unaided human vision and travel at speeds on par with Superman, Power Girl and Green Lantern. His android body possesses superhuman strength and resilience sufficient to withstand a direct hit from a missile and can repair itself. He is also extremely intelligent. He can access information at any time from computer systems due to his immense memory and hacking skills, but he has problems relating to human emotion and is trying to change himself to understand them.
Following his destruction in Blackest Night, he was upgraded and given a new body composed of microscopic nanites. According to Cyborg, the body features synthetic organs and nerves, thus giving him a working replica of the human body. In addition, the nanites grant Tornado the ability to change from his android form to his human "John Smith" person simply by willing it.
EQUIPMENT: JLA CommLink, GPS
COMMENTARY TO CONSIDER:
Red Tornado comes across as a fun play on the paragon archetype - and many of his abilities "common" to teammates such as Superman and Green Lantern would be at similar ranks (Flight, Blasts, Immunities, Armor, etc...).
His Air Control is powerful, doesn’t require any kind of accuracy, but he can’t unleash its full power unless he’s on the ground. He has low mental scores, which is why some people may have forgotten he was sentient once and a while. Come on he made an alternate identity for himself and named it John Smith… the height of poor creativity. He can switch back and forth as a free action. He has a low willpower as it sometimes seems he’s very open to manipulation by those who know what they’re doing.
He definitely has one of the more rarely-used power suites in superheroing, which made him pretty notable in battle scenes, but his most notable occurence has him getting blowed up good by the returning Ivo's Android. He got better. Because, y'know, android. He's not such a good Melee fighter despite his raw strength, and he hasn't showcased too many variants on his powers, but what has been shown proved him to be very effective. Beating three other Air Controlling Ultimen at once proved that. He's super-strong, can link to computers, can be rebuilt. He wasn't very charismatic, though.

Brave and The Bold Red Tornado
I know, terrible necro, but wanted a crack at it. This version is based on the Red Tornado in Brave and the Bold.
