I have posted some stuff elsewhere about New Sion City. To answer your question about it being home grown...
New Sion is a setting that has been rolling around in the back of my head since I first played RPGs about twenty-five years ago. It re-enters my consciousness every now and then. The last time it resurfaced, a couple of years ago, resulted in a failed attempt to reacquaint myself with the bloated corpse of what used to be Champions.
I haven’t felt inclined to try to define it in terms of any particular game mechanics since then…
Until now that is.
I have enjoyed tinkering around with BASH! in a way that I thought I would not experience again in gaming. Building characters, mocking up character sheets, messing around with fabrica de herois, all reminds me of the hours I used to spend designing Traveller starships, or colouring in copies of character templates from the Champions 2nd edition book, or even mapping out endless 30’ by 30’ rooms for Tunnels and Trolls. I thought I had grown out of all of that and it’s very nice to discover that actually I haven’t. I think I thanked Chris for his game somewhere else, but I would like to repeat again, thankyou Bashman.
So I think I will post more New Sion stuff if people are interested in seeing it.
These are some ideas that have shaped my thinking about New Sion City:
I wanted a place where I could do gothic, hi-tech, gritty and generic four-colour stuff.
I wanted a place where there was no existing hero team, where PCs could move to centre-stage and not be left feeling like second-stringers.
I wanted a supers-friendly environment with a back narrative that would justify hand-waving a lot of legal stuff. Hero registration, deputization, arrest powers – none of this interests me much personally.
I wanted (want) a very cool rogue’s gallery. To this end I have explored history, myths, folklore, psychology, the animal kingdom, crime fiction, pulp fiction, science fiction etc etc.
Here's a new one. a mild mannered scientist who transforms into a raging behemoth when his body temperature rises above a certain level. He needs to stay cool, in every sense!

Great characters. I really like how they are mostly Mystery Men scaled heroes and villains. Rex Mundee makes a great crime boss. I can't wait to see more.
