BAD BUGS
Professor Floyd Flanders never had enough money to do his research. He always had to beg for grants or funding, sucking up to the rich and powerful and pretending he respected their feeble minds. Lacking the funds for an assistant he had to experiment on himself. When a teleportation accident merged his DNA with that of a Musca domestica Linneaus (housefly), a lesser man might have given up but Professor Flanders scientific mind saw it as an opportunity.
With some modifications to his teleportation device he recruited some thugs by teleporting them out of prison. He merged their DNA with flies, creating a gang of superpowered henchmen he called Lightning Bugs.
Dubbing his gang the Bad Bugs to the tune of the Bad Boys song (and annoyed when they are called Bed Bugs), and adopting the name Flicker Fly, he turned to robbing banks for money. He found he enjoys the money, although he spends it too quickly on his research for a weapon that will let him take over the world.
USING BAD BUGS
Flicker Fly often sends the Lightning Bugs to rob banks and they can be used for one-shot bank robbery scenarios.
With their teleportation powers, one or more should get away for the heroes to track down. They will be found at a laboratory built in an abandoned building. The laboratory will have giant electrical devices (especially several giant van degraaff generator's that look like giant bug zappers, but no chemicals or mechanical devices. There Flicker Fly will be working on his latest weapon, which should be difficult to use but very powerful.
Giant Van DeGraaff Generator: Machine occupies 1 sqaure, damage aura in 2 square burst around it. If someone moves into aura x4 to hit (+x2 if target is metallic), x4 electrical damage (+x2 DM if target is metallic).
Transmission Circuit: Two machines with an electric arc between them. Arc is a damage field (line of 2-4 squares by 1 square), anyone moving into the area suffers x6 electrical damage (+x2 DM if target is metallic).
Generic Giant Weapon: x8 damage (choose electrical, sonic, laser), Range 20 squares, Large Burst 10x10, Immobile, Gradual, Add Activation 1, 2, or 3 depending on how serious vs silly you want it.

Story/Description: Professor Floyd Flanders was a normal, 100 pound weakling mad brilliant scientist working on teleportation when an accident combined his DNA with that of a Musca domestica Linneaus (housefly). Finding himself only a foot tall with the head of a fly, Floyd Flanders decided he would take the money for research he used to have to beg for. Armed with the powers of a fly and the ability to teleport short distances he began robbing banks. Well, mostly he uses his gang of Lightning Bugs to rob banks, while he stays back working on inventions. That does not mean he is a coward, he just has other priorities.
Flicker Fly is a one foot tall humanoid with the head of a fly and four insect arms in a white labcoat.

Tactics: Teleports around zapping foes with his flicker foe power. He prefers to concentrate on one foe. Will usually be on the ceiling - his base will be 5 squares high so he can be on the ceiling and still hit targets on the ground.
POWER NOTES:
Flicker Foe is an attempt to teleport a foe. It does not move them, but it disrupts them, causing damage. It has a special enhancement which reduces the Soak roll of the foe, you can replace the enhancement with an extra +x1 damage multiplier.
Clinging reduces knockback, you can make this a flat -15 or -20 to knockback or reduce knockback by half. I am reducing knockback by half which makes it easier to calculate with the x4 knockback from size - so he takes x2 knockback total.

Story/Description: Lightning Bugs are thugs transformed into humanoid flies by Flicker Fly. They serve as his henchmen for robbing banks.
They are three feet tall humanoids with fly heads and four arms wearing denim coveralls (like mechanic outfits). They carry two electric zap guns, one in each pair of hands.
