Cosmic One Shot design thread (Star Blade posted 12/1/10)

Since I don't have any art yet, I'm starting this thread to post initial designs for the characters for the one shot I'll be running in January. These designs are just a start; depending on feedback and such, I may modify them. Once I get finished characters, I'll likely post them to my regular build thread.
To start off with, here is a character heavily inspired by DC Comics Captain Comet. I present to you: Major Meteor!
Background:
Jason Stewart's parents were exposed to radiation from a meteor that had fallen to Earth. Thus, he was born with incredible mental abilities. Using these abilities, he became Major Meteor, and fought crime during the 1950's. As the cold war dragged on, and the McCarrthy hearings targeted anyone suspected of being a communist, Jason left Earth, and headed into the stars. There, his powers grew, and he became a champion to many alien races.

How about guilt. While he was gone, McCarthy dragged his own parents before his tribunal. While both parents valiantly fought off his baseless accusations, they were nevertheless black-balled from their professions and broken because of it. When Meteor Man returned, his parents were not the same people whom he had left behind...

That's a good one, except he hasn't been back to Earth. I never planned for him to be accused of being a communist, just that the whole concept of it was one of the reasons he left Earth.
How does he look, build wise?

Centurion D'anar
B: 5
A: 3
M: 3
Advantages: Never Surrender, Security Clearance
Disadvantages: Arch-Enemy, Public ID
Skills: Commerce (Bureaucracy), Craftsmanship (Carpentry/Construction/Stonework), Humanities (Philosophy), Social Science (Law)
Powers:
Cosmic Might 10
Armor 3
Flight 5 (Enhancement: Space)
Immunity 4 (Cold, Radiation, Starvation, Suffocation)
Keen Senses (Sight)
Omniscience 10
Super Senses (Telescopic Vision)
Damaging Weakness: X2 Damage from Gravity Attacks
Mental Malfunction: Duty
Stats = 22 + Powers 35 - Weakness - 2 = 55 points total
Background: Hailing from Denovia IV, D'anar is a Centurion in the Cosmic Legion of the Rho'van Empire. A small portion of the Denovian people are gifted with great physical abilities, and use them in the service of both their people and the Rho'van Confederation. He has served in the legion faithfully for the past 5 years under the command of Star Blade, and would gladly sacrifice himself for the sake of the Confederation's citizens.
Edit: Removed the Annihilation Enhancement for Cosmic Might, as it wasn't necessary, and bumped armor by 1. Using BASHMAN's revision to Super Senses, that makes his power total 55.

From what I can tell, his powers only add up to 34 points, not 40. (Note: I'm changing Super Senses to be 1pt for the first sense in the next update- otherwise this would be 35 pts for powers by the book, RAW).

I think I know where I messed up. I counted the Annihilation enhancement at it's full 5 points, but looking through the book, you only apply 1/5 the cost to Cosmic powers, so it should only add 1 point, not 5. Is that correct?
That would make the breakdown:
Cosmic Might: 11
Flight: 6
Omniscience: 10
Immunity: 4
Armor: 2
Keen Senses: 1
Super Senses: 1 (or 2)
Which comes out to 35. Or did I get something else wrong?
As an aside: Since Annihilation is a 5 pt enhancement, can it be used for an attack power that has the variable enhancement? If not, that puts an ION Guardsman at a disadvantage in big space battles with lots of ships. It also has an effect on the character Star Blade, referenced in Centurion's background.

It can be added to a power with Variable. Whatever attack the variable attack is, will have Annihilation added to it (if you want it on there). You could also add the Space Enhancement to the same power.
Isn't Annihilation built-in to Cosmic Might, though?

Ok, cool. I was worried about that for the ION Guard character I want to design. Especially since their special attack is only 4, but I see you don't need it at 5 to have the enhancement.
And yes, CM does have it built it. I misread the description while doing this. I was doing it at work, and the lighting where I'm at isn't as good as it could be, so my mistake. I'll correct that in the writeup. Plus I goofed when I calculated that in. It would b e 15 if that enhancement was needed, not 10.

At first I thought "what's the point of his inherint TK2 if he gets TK5 w/ the Fist?" Then I realized- up against magical bad-guys who will ASSUME he can't TK them- that would be a nice little trick to have up one's sleeve (oh wait, he doesn't have sleeves...)

I wasn't even thinking about that, to be honest. I just thought the idea of a race of snake like aliens who developed low level tk to make up for not having arms was kind of cool. I totally forgot the ION Fist also gives TK. Of course, you're right, it does help when encountering magic using foes though
