Powers or Vehicle

I have a player who wants her "little person" character (a rich guy, a la Tony Stark) to be able to jump into a human-sized-but-dog-shaped suit of armor (equipped with super senses, running, and a sonic bark) to fight crime. Would this be a vehicle or a collection of powers, and if it is powers, how would I build this character? Thanks in advance!

I'd build it as the character with the Normal disadvantage as the character him/her-self would have to be pretty powerful to have enough points to effectively build his ‘vehicle’. If you’d like you could also use the Onerous Change disadvantage that will be in my free ADEL FILE release that I will publish (in a pay-what-you-want format) when the artist for it submits the art I commissioned for it.
Onerous Change – Unlike the Instant Change advantage, your character has difficulty transforming into super mode and, until you succeed, you cannot access powers. When trying to change, a d6 must be rolled. If the result is a 1 or 2, you have failed to transform into your super form this Page, and will have to wait for your next panel to try again. If you do succeed, however, the process of transformation (or the awakening of your character’s powers) is slow and will not be complete until your panel on the next Page.
The ‘Onerous Change’ for this character could be summoning his mutt-shaped armor, or the act of putting it on.

I think this is some form of power armor. Buy it as powers, and give her the "Normal" Disadvantage.

Thanks for the suggestion, MrJupiter; I think I will use it! Power armor it is, with the Onerous Change disadvantage.
