Trying to make a duplicator

Okay, trying to make a duplicating character and having a hard time getting all the parts to work. Here he is, but he's not balanced, I've gotten a bit frustrated with it.

The concept is that he's a normal joe. Not too bright, but a competent street scrapper.

His main ability is duplication, but with the twist that he can correlate all of his mental faculties and senses into a greater whole between his duplicates. On round one he produces two dupes, on round two they split into two more. Each dupe increases his Mind stat, so that when he has all five dupes out, he is a mental genius. I also want the duplication to have a range of "reach". This lets him reach through a fence or window and create a duplicate on the other side. I also want him to have no original or "prime" dupe. Each version is just as valid as the others and dupes can be absorbed into any one of them.

Clear as mud? Anyone have any suggestions on how to make all of this fit into an actual working character (25pts)?

Any help is greatly appreciated.

Yep, those complex builds can be a real swine sometimes :)

Some, hopefully helpful, thoughts...

Your linked Mind gives you +4 Mind (normal cost 8pts) when maxed out so it is the most expensive of the two linked powers and you would have to pay full price for it.

Your current total stat cost is therefore 18 (2/2/5).

I would be inclined to look at Boost (Mind, only when duped, gradual). You can only have 3pts of Boost max though so you may have to go with a base Mind of 2 or settle for a max Mind of 4.

Also, you might want to buy some super speed to make your dupes more useful in combat.

Dunno if gaining extra skills when Mind is enhanced in-game would be considered rules legal.

Also, I wouldn't bother linking Mind Shield to duplication. Instead I would go with a situational limitation: only when duped and maybe gradual as well. I'm actually not sure that Mind Shield is that useful anyway as your boosted Mind increases your mental defence. Personally, I'd probably lose it.

How about:

Brawn: 2
Agility: 2
Mind: 2

Boost 3 (Mind, only when duplicated, gradual) 2 pts
Duplication 2 (gradual, extra effect: no original) 2 pts*
Super Speed 3 (situational: only when fully duplicated) 2 pts
Fleet of Foot 1 (move 8", jump 3") 1 pt
Martial Arts Mastery 2 (Street-Fighting, Wrestling, & Boxing) 2pts
Weapon Technique (All Hand-to-Hand) 3 [Enhancement: Variable] 4pts

Stats:12 Powers: 13

* Duplication defaults to zero range which can be reasonably interpreted as 'reach'.

Fantastic character concept, CitizenArcane! The linked Mind and gradual Duplication are great ideas. I'd follow doktorelektron's Boost (Mind) idea for the build so that there is actually a built in mechanic for showing the increased mental accuity.
