Grey's Build Brainstorming
Howdy folks, I'm starting to run my first campaign with the B.A.S.H. system soon, and I was hoping that the folks here might help me build a few of the villains my players will be facing. To begin with all of my players will be street-level, so I'm looking for villains that can, with and without minions, challenge a group of four of five 25 point heroes. I've got several of them built, but there is one concept in particular that I'm having a hard time figuring out how to create. Can any of y'all suggest how I might build a probability controller through B.A.S.H.?
The idea is that he's got relatively minor probability control, like a more intentional version of the Scarlet Witch's powers from her early days. He can cause small events and tweak the outcome of some actions. He's also your standard mobster type, armed with an automatic weapon. What do y'all think?

With probability I think a lot of it comes down to adding flavour to existing powers, some of which may not appear at first to be obvious "probability hexes" (or whatever you would like to call them).
I'll give a few power examples and what they can be flavoured with, although you may have to ask others for specific limitations or enhancements to get them to work how you want them to.
With probability and "flavour" I would also say you should try to avoid the same thing occurring every time. - with some powers this would be a must.
(some of these will be better than others and you can name them how you will)
Armor: Those punches just didn't seem to connect right
Continual Damage: My bullets have a tendency to hit convenient fuel barrels near my enemies.
Deflect: I just seemed to move at the right time for that bullet to miss and ricochet back on my enemy.
Slow: my attacker just seemed to slip on that loose paving slab.
Special Attack: Rolling with the lucky punches
Clairvoyance: I think the exit is most likely....this way...see, I was right!/I'm sure if I randomly push these buttons on the keypad we can escape.
Confusion: I'll create a subtle distraction based on rudimentary mathematics, which I'm sure will befuddle these goons.
Danger Sense: I knew you were going to try that. My turn!
Invisibilty: if I just stand here quietly I think they're likely to just walk past me.
Martial Arts Mastery (any): [situational] Dude! You totally missed.
Conjuring: We're being attacked on a hockey pitch GM, of course there's a high probability of a student having left a hockey stick here for me to wield.
Sense X: The most likely place of x would be here, considering all the variables.
also
X-Mastery: useful for a range of probability effects, sometimes with GM discretion. I.e Entropy Mastery!
also, Cosmic Powers are very much worth looking at (but I've not run anything with them so wouldn't want to offer bad advice).
lastly: http://www.bashrpgbuilds.org/home
has a whole load of builds (including a couple of Scarlett Witch ones which might come in handy)
I'm sure others can give you a better run down than me though.

Howdy guys, I've got a new session and a new question! I'm going to throw a speedster at my players, and I'd like this guy to have the ability to do what the Flash could occasionally do, vibrate so quickly he can pass through objects and defenses. Now, I can handle the former with teleportation, but what about the latter? Is there a way to do "penetrating damage" with enhancements? One of my players has both armor and an energy shield, and I'd like this guy to be able to at least reach inside his shield and hit him. Thanks!

Thanks for the responses guys, my surprise villain was a big hit, and my players had to scramble to survive his wrath! Ha, it made for a nice change-up.
:EDIT: I've got three new questions for y'all, though:
First, how would you capture an attack that can pierce force fields? Would that also be a 2 point enhancement?
Second, I've got a golden-skinned femme-fatale who has a deadly Midas touch. How would y'all capture a touch that turns someone (we'll say temporarily) into gold? Immobilization is the logical choice, expect for the ability to break out, and it seems like maybe the victim should take Continual Damage too. Would a linked power capture that well, or can y'all think of a better way to do this?
Third: Illusions, what is the effect of this power in combat? Can a character trap someone in an illusion, forcing them to break out before they can act normally? Can you make someone see their allies as villains?

1. Bypass Forcefield; a 2pt Enhancement. You could also do 'Ghost Form [Affects Force Fields]' to physically pass through one.
2. See "Petrification" in Awesome Powers; it is part of the Earth Suite of powers. You just re-skin it to turn people into gold instead of stone.
3. No; the effect you are describing is "Daze"; you can explain that it works by forcing the person to live-out hallucinations though, and that is a perfectly valid explanation. It might also work for Confusion, too.
To make someone see their allies as villains and attack them, that might be more Mind Control than Illusion; but it *could* be illusion if it were role-played right. To do that it would be difficult to have the players all in the same room doing it as it wouldn't be long before they suddenly realize what's happening.
