*Jason may only hold one power at any given time, when he takes another he loses his current one, or he can willingly give up his current power and return to normal.
**Boosted stats count towards Jason's one power limit
***Jason may only hold one skill at a time, this counts towards his one Power limit.

Considering taking a weakness to offset the 2 setbacks, but can't find any that fit. Any suggestions?

The only wrong thing I see is the cost of the power. Is it 15 (as stated up) or 14 (as stated in the breakdown)?

As for the weakness, how about the need to use the power at least once a day? As some kind of addiction/need? (similar in some points to a vampire)

Permanent, as presented in the book is a 3 point enhancement, where as Limitations only reduce price by 1, unless the Narrator rules otherwise.

So the multi-power mimic costs 15 points, right?

15 + 8 pts from the stats equals 23 character points spent.

You also have two disadvantages and only one advantage.

8 pts stats
15 pts powers
one more disadvantage than advantage to gain an additional point (optional rule in the back, Narrator may rule this out).
2 setbacks

I added Skill mimic at the last moment and forgot to update the breakdown.

That's it then! I suspected it, but I couldn't find that rule.

Great concept!

When Peter had this power set, the series had pretty much already taken the plunge for the worse ;)
