Bio: Tony Moretti was a con man with the penchant for cheating the wrong people. One day Tony conned a man named Rizzo out of half of his fortune. That man turned out to be a big shot in the Mafia and soon Tony was * with a pair of cement shoes and sent to the bottom of the ocean. However, as he sank and his vision began to fade away, he saw a bright white light above him and soon the pressure in his chest faded away. Moments later Tony found himself staring at his own body. No longer bound by his shoes Tony rose to the surface only to find himself a Ghost to the world.
Powers and Abilities: Tony completely intangible and invisible to the rest of the world, he is however able to interact with the outside world by occupying another persons body.

I think I remember a character in the New Universe who was similar, except for the possessing people power. He was a ghost who was permanently cursed to view the world powerlessly.
In one issue he was able to possess someone, but only because the person in question was an astral projector who was out of his body at the time. As I recall, he had a discussion with the astral dude, at the end of which his morality got the better of him, and he let the guy have his body back.
It was a long time ago, so I don't remember the details or which comic it was in. I am pretty sure it was New Universe.
