Triumph - Roman themed villain group (in work)

I have come back to BASH after playing many other games with my gaming group for the last several years (I hadn't realized how much time had passed). I was going to work on this villain group, but saw the awesome powers books. So I just bought them and need to read them.

Triumph is a Roman themed villain group. Several of them are from ancient Rome. They are meant to be a traditional comic like organization with world conquering plots, minions in funny costumes, internal power struggles, etc.

The leaders of Triumph
Dictator - has mind control and telekinesis which he uses to wield a sword and a shield. His plots are based on mind control
Arch Nemesis - an engineer in a steam body (bronze man of Talos kind of). His plots are based on inventing powerful gadgets.
Consul - buffs allies. He uses minions and lesser villains but makes them more powerful.

Villain
Auxiliary - minotaur warrior. Very strong and tough, not very smart.

Dictator

Marcus Servilius was born in Rome. He fought in the Battle of Lake Regillus which overthrew King Tarquinus the Proud. In the battle Marcus was mortally wounded. Pollux gave some of his immortality to restore Marcus' life. Nearly immortal and with his mind greatly strengthened, Marcus served as a general for Rome and subsequent empires. When Napoleon was defeated, he took on the name Dictator and set out to conquer the world on his own.

Dictator wears Roman lorica segmenta made out of modern metals. He normally has a gladius to use with Telekinetic Flail and a scutum to use with Telekinetic Shield. If he is without those the two powers have the Activation limitation (worth no points, just flavor).

He rarely engages in battle himself, preferring to act as leader behind the scenes. His plots usually involve kidnapping a politician or other leader and altering their memories so that they feel they owe him a favor or otherwise will serve him.

Neat. Maybe the limit on his Telekinetic Shield and Flail could be a "secondary" Limitation... Still worth no points, but that way if it comes up, the Narrator can add a Setback.

I want his Healing to be self only, and ideally it would be regeneration and not cost an action. How do I build that?

It is intended to be more of a thematic power than really useful.

Archimedes was building a steam powered robot to fight against the Roman invaders before he was killed. The Romans found the robot and converted it into their own super weapon. Dictator used his powers to get the robot assigned to him. In modern days, he named the robot Arch Nemesis and made him a leader of Triumph.

Dictator believes Arch Nemesis to be fully under his control, but he does not realize that Arch has become sentient and has his own opinions. Arch is very interested in technology and not much else. He builds devices to conquer the world to try out the devices, not because he is interested in conquering the world.

He resembles a bronze statue of a warrior. A bronze sword pops out of his right arm. On his left arm he has a bronze shield that is highly polished and unleashes a burning ray. Arch has targeting systems that make him able to hit. He has internal processes that will repair damage.

There is an Enhancement called "Regenerative" that can be added to Healing. You could probably add a Limitation that he cannot actively heal. This would end up costing 1 point, and he heals 1 Hit per Page this way. Not useful in combat, but he's back to full health in less than 2 minutes from any injury.

Are the affects others powers always on? Do they affect Consul as well as his allies?

Conrad Sullivan was an Irish storyteller who traveled the British Isles telling tales and picking pockets. He was hitchhiking between towns when he was forced to spend the night in some Roman ruins. He disturbed the spirit of a Roman, Blandus, who told him tales of ancient life.

The spirit of Blandus bound itself to Conrad. After he left the ruins he was able to speak with it occassionally and call upon its ghostly powers to possess his audience. The thoughts of Blandus were detected by Dictator, who at first thought Conrad was another ancient Roman. Dictator recruited Conrad to join him as a member of Triumph.

Conrad falls for a new girl every week. He is desparately in love with her and will do anything to protect her. Until he sees another and falls in love again.

BASHMAN - is adding Setbacks/ Hero Points for 'secondary limitations' RAW? That is a great idea.
