I have to agree with Mr. Jupiter and Solarblast. I think this is a pretty good example of something that does not need to be a statted out power, but is perfect as a plot device for a villain. Also, if you think about it, although the origin of the new villains is unusual, in game terms, it is really only window dressing on the notion of the main villainess having back up - either in the form of minions, or a super-team at her beck and call. Magneto has the Brotherhood of Evil Mutants, but he probably would not have to pay for them as a power in BASH.
Creating villains is also something you see a lot done by villains, but not heroes, which again suggests plot device rather than a Power, like the various enemies of Spiderman who mutate/transform people into villains, etc. [The Venom symbiote acting like a plague, infecting large numbers of normals in the Spiderman - Web of Shadows video game for example, or creating Carnage and the rest in the comics. Or the Lizard lizardifying folks in the last Spidey movie]. These could be handled in BASH via minions of the big bad if necessary, or could be replicated with Summoning [sort of, but not real well].
As a plot device, if you want to set limits on the ability, you can make it such that she can only do it so often, or must spend Villain Points to do so, or similar. You could also use the sidekick advantage as a guideline for power level, in which case the created villains are each built on a budget of 3/4 of her point total.
Limits could also give the heroes incentive to figure out how she does it, and allow them to work against it. If they learn [the hard way, of course] that she can transform X people per encounter/day/ whatever, they can plan for that, which could allow them to deal with it.

I'm pretty sure the "maximum of x5" is in description of Defensive style under Martial Arts Mastery. That clarification exists in the 2nd printing, at least.Solarblast wrote:
