Need help with a weather bender
I am trying to create a 25pt weather bender using the Weather Controller template but for some reason I can't figure out how to make it work. I want the character to use only the weather available (even sunshine). Anyone have any ideas?

What is a weather bender? Is that like fire benders, etc.?
Can only use weather available, so no ability to create weather?
Push, continual damage, special attack, and confusion (sunlight to blind them) all work. You might want to take variable advantage, so that the power can fit the current weather (blast with wind, heat with sunlight, strike with water). Might be good for a limitation at the same time for situational.

Weather Controllers are neat characters. Go for low, 1-rank stats and give the character Mind Boost 3 (only for weather powers) which is as great way to get some extra character points for powers shopping. The boost would give the weather controller good damage ability so any Special Attack powers (like Lightning) would only need to have range/area and a couple points set for +2 to hit. Give the Special Attack the variable enhancement - so you could switch between ranged and area attacks. Put this into a multipower with Push for driving winds for 1 extra point.
Weather Mastery (a broad category - requiring an extra point) is a great power. Combine it with a Hero Die spend (or use of the Versatile advantage) to improvise Confusion (for heavy, obscuring rains or suddenly generating a fog), Weaken (Agility: to make the roads wet and slick - or iced, if cold enough), Deflect (for buffeting winds that spoil ranged attacks), Gliding (for winds that slow and guide a fall), and Telekinesis (using winds to lift and move heavy things). Weather Master would also be helpful for summoning up the desired weather, helping to put out a fire (or fill up the pool) with rains, wind/snow/rain to obscure your tracks, rain to short out the evil master computer, or whatever you can improvise.
Any of those Weather Mastery tricks could be made into permanent powers for just a few points. There are other ideas for weather powers like Danger Sense (to sense the moving air currents behind your character – and helping out his/her low defense rating), Ghost Form (maybe your character can become fog-like), Keen Senses (Hearing: as you can carry the voices over the wind), or Immobilization (using the winds to restrain an opponent). Oh, and don’t forget Flight (as Strom from the X-Men is often seen using).
