RED TAIL

Journalist Raymond Hunt was investigating claims of illegal toxic waste dumping in Miskanepi Bay. Tailing an unmarked truck to a waterfront warehouse, he climbed inside through an open skylight to take a look around. After a sharp blow to the back of the head, the unconscious Hunt ended up drifting out to sea on the evening tide, along with several hundred gallons of chemical pollutants. Luckily for him his body was spotted by a patrol boat and hauled out of the water. Hunt spent the next nine days in intensive care. During this time his spirit wandered the mythic lands of his Native American ancestors. He met his own ancestor Wise Bird of the Morning, who gifted him with mystical spirit powers. As RED TAIL he uses these powers to combat evil and to protect the natural world from those who would harm and exploit it.

Mid-range is a 2pt enhancement. You could make the bow easily taken to pay for 1 pt of it though.

Red Tail's Multi-power seems alright to me. Shape-Shifting is a 4 pt power but has a limitation which reduces it to 3 pts. When it is combined with Shrinking the cost for the Linked power becomes 5 pts.

The Special Attack power at rank 3 (plus 2 pts to make it with Mid-range) also costs 5 pts which is rules correct. The total cost of the multi-power would be 7 points (since Shape-Shifting and Special Attack are from two separate power groups.

However, unless I've missed something vital, the total cost of the character's powers should be 11 pts, not 13. And thus your character weighs in at just 23 points.

7 plus another 2 for the cost of Shrinking 2. I am reading linked that you pay 2pts for the linked enhancement (added to the cost of the most expensive power) plus you still have to buy the actual power that you link.

Basically, you can include parts of a power's aspects (like range or area) within the rank value of the power or you can have the rank represent the amount of points you distribute between the 'to-hit' and the 'damage modifier'. For instance Special Attack 3 could be:

- Special Attack 3 (+1 'to-hit', +1 DM, and Close Range) for 3 pts.

OR

- Special Attack 3 (+2 'to-hit', +1 DM, and Extreme Range) for 7pts.

Both are legal, but youhave to make sure that the totals for the to-hit and damage modifier do not exceed the rank purchased for the power. Also, the second method gives you more options when building a power.

This is been fixed in the new printing. Now the Range/Area is explicitly bought in addition to the Level of the power. So if you have Special Attack 3, the 3 levels are either in Hit or Damage. Anything extra for range is added to the point cost of that.

So you could have Special Attack 3 (+1 Hit, +2DM, Medium Range) as a 5pt power now. I fixed this in all the archetypes and for powers that work similar to Special Attack like Immobilize.
